How Romania came to print on plastic
A total eclipse of the sun crossed Romania on 11 August 1999, and the National Bank marked it with money. It issued a 2,000 lei note nine days beforehand, on 2 August, carrying a simplified solar system on the front and a map of Romania on the back showing where the eclipse would be most visible. The Bank describes it as the first polymer-based note in Europe and in the northern hemisphere. A special series of one million pieces was sold in presentation leaflets.
Souvenir issues do not usually change a country's currency, and this one did. The Bank's own printing works records that from 2001 it was the first typographic works in Europe to print banknotes on polymer support, and that it now manufactures every Romanian banknote in circulation on that material. Romania's decision to commemorate an eclipse turned into the substrate for the entire note issue.
The rest of the framework is more conventional, and on one measure unfinished. The Bank targets inflation at 2.5 per cent with a tolerance of one percentage point either side, and the leu sits outside the euro area's exchange rate mechanism. The European Central Bank's convergence report, adopted by its General Council on 19 June 2026 and covering Czechia, Hungary, Poland, Romania and Sweden, records that the leu does not participate in ERM II and that Romania does not fulfil the exchange rate criterion, with inflation considerably above the reference value, while the country stays under an excessive deficit procedure whose deadline has been extended to 2030.
