How far Moldova's foreign exchange law reaches

A shop, restaurant, hotel or petrol station in Moldova may not take payment in foreign cash. Article 20 of the Law on foreign exchange regulation bars payments in foreign currency between residents and non-residents in those outlets and similar establishments, with the exceptions written into the same provision: entities operating in international traffic, shops in international airports, aircraft on international flights, and international border crossing points.

Between residents the rule is broader still. Article 21 requires payments and transfers between residents on Moldovan territory to be made in national currency, and then enumerates what escapes that in a list running to more than a dozen entries, among them dealings where one party is a bank, insurance and non-bank lending, licensed payment providers, loans between individuals, real-estate purchases between resident individuals, excess-baggage payments at international airports, sales aboard international transport, bureau de change operations, business-travel expenses, charitable donations, inheritance, and numismatic sales of banknotes and coins.

Article 25 caps the foreign-currency cash a resident legal entity may keep at a cashier's office at the end of the working day at two thousand euros or the equivalent per office, exempting sellers operating aboard transport in international traffic until they reach their destination in Moldova.

Capital movements are treated much more lightly than any of that. Article 6 provides that capital operations bringing money in are performed without restriction unless other legislation says otherwise, and that operations taking money out need no authorisation from the National Bank of Moldova unless the Law provides otherwise. Certain loans and credits from non-residents fall under a notification regime, and the statute states expressly that notification does not mean approval or authorisation by the Bank.

The currency itself is the Bank's alone to make. The National Bank states that it has the exclusive right to release banknotes and metal coins as the form of currency on Moldovan territory, and lists nine denominations in circulation, the twenty-lei note being the only one it dates to 1993.
