A West African nation on the Atlantic coast, Sierra Leone takes its name from Portuguese for 'lion mountains', and its capital Freetown was founded as a home for formerly enslaved people.
Three horizontal bands of green, white and blue. Section 3 of the constitution declares the flag and describes it as exactly that, three horizontal stripes from top to bottom, and fixes the normal size for official use at nine units across to six units down; it assigns the colours no meaning. They are conventionally read as green for the resources of the country and its people, notably agriculture and the mountains, white for unity and justice, and blue for the aspiration to contribute to world peace through the natural harbour at Freetown.

A continent pretending to be a country - Australia is the only nation that fills an entire continent, with most of its 27 million people clinging to the coast while the red-dirt interior does its own thing.
A blue field with the Union Jack in the canton, a large white seven-pointed Commonwealth Star below it, and the five white stars of the Southern Cross at the fly. Six of the big star's points stand for the states and the seventh for the territories; the Southern Cross marks Australia's place in the southern sky.
Sierra Leone dropped three zeros from the leone in 2022, and old notes circulated beside new ones through the changeover, so a quoted amount still needs checking against which leone is meant. Anything written before that date is a thousand times the equivalent figure now.

Sierra Leone's rules require providers to pay people who are not customers of anything. The Bank of Sierra Leone's 2015 guidelines for mobile money services make financial institutions responsible for facilitating inward international remittances to both scheme and non-scheme recipients, and repeat the same responsibility for non-bank providers. A recipient does not need an existing wallet or account to be paid what has been sent to them.
A clock runs on that arrangement. Where money is sent to an unregistered user, the sender must receive a message confirming encashment, and all funds sent to unregistered users that are not cashed out within two weeks must be returned to the sender. The window is fixed by the guidelines rather than by whoever happens to be holding the money.
The two directions are treated differently. Disbursement of inward foreign remittances is the first item on the list of mobile financial services the Bank may allow a provider to offer, while international outward remittance sits among the activities a provider shall not undertake without the Bank's approval. At the counter, verification requires at least one of a valid passport, driving permit, identity card, voter's card, financial card, a letter from local administration, or business registration certificates, so a letter from local administration is an accepted document in its own right.
Whoever is paying has to be licensed to do it. The National Payment Systems Act 2022 provides that no person shall provide payment services or operate a system unless duly licensed by the Central Bank, and empowers the Bank to designate systemically important systems. The 2015 guidelines above sit under the earlier statutes they cite, and this page does not establish how the two instruments interact.

Why did I receive less than the rate on this page suggests?
Retail rates are set away from the mid-market midpoint by a margin the provider keeps. Comparing a quote against the reference rate on this page is what makes that margin visible, since it is rarely stated as a fee. On a bank-to-bank transfer an intermediary bank can also deduct a handling charge in transit.
