The only English-speaking country in South America, Guyana looks more to the Caribbean than the continent, with a wall of rainforest inland and Kaieteur Falls dropping in a single sheet nearly five times the height of Niagara.

Guyana's regulator defines the business of paying a remittance in terms that name a currency. The Bank of Guyana's anti-money-laundering guideline describes remittance business as paying a corresponding sum in cash, local or foreign, to a beneficiary in another location. Foreign is not an exception in that sentence. It sits alongside local in the definition itself. The same guideline separately lists cash-transaction red flags for money transfer agencies.
Identification comes before the money, and the guideline puts it as a stop: customer identification information should be obtained prior to a transaction being carried out, and if it is not obtained, the transaction should not proceed. Two thresholds sit above that floor. A money transfer agency reports any transfer above two hundred thousand Guyanese dollars. A cambio must establish true identity at or above twenty thousand Guyanese dollars or the foreign-currency equivalent, and issue a receipt for it.
The guideline applies across three statutes at once, and the one governing a payout counter is the Money Transfer Agencies (Licensing) Act 2009. The Bank's published list of agencies licensed under it runs to three entries. The national infrastructure behind those counters is the Bank's own: it both operates and regulates the National Payments System, and describes it as providing mechanisms for the domestic exchange of funds between transacting parties.
