How the Central African franc is governed

The six states the Banque de France lists are Cameroon, the Central African Republic, Chad, the Republic of the Congo, Gabon and Equatorial Guinea. They share a franc held at a parity of 655.957 to the euro, and on the Banque de France's account that parity carries an unconditional and unlimited guarantee of convertibility provided through the French Treasury.

The governance is where the two CFA francs have come apart. The Banque de France's own account of the arrangements sets them side by side: at the West African central bank in Dakar, France no longer appoints a representative to the Board of Directors or to the Monetary Policy Committee. At the Central African bank in Yaoundé, France appoints two directors and two members of the Monetary Policy Committee, on the same footing as each of the six member states. The 2019 reform that removed those seats in West Africa did not reach Central Africa.

The underlying machinery is a pair of dated conventions rather than a standing treaty of the ordinary kind: a monetary cooperation convention with France of 23 November 1972, and an operations account convention of 3 October 2014.

Alongside them sits an exchange regulation that governs what residents may do with foreign currency. Regulation 02/18, adopted unanimously by the Ministerial Committee at Yaoundé on 21 December 2018, gives an exporter a maximum of 150 days from the effective date of export to collect and repatriate the proceeds of firm sales, under a binding exchange undertaking attached to the export declaration. Transactions of 5 million CFA francs or more are domiciled with a credit institution inside the zone. Residents surrender the foreign currency they receive to their domiciling bank, and the banks in turn retrocede it to the central bank.

Travel is capped by the same regulation. A traveller's foreign exchange allocation is limited to the equivalent of 5 million CFA francs per person per trip, all means of payment combined, and withdrawing foreign currency from a resident's foreign currency account to cover local needs is prohibited outright.
