How Botswana runs a crawling peg on diamond money

One figure states Botswana's export base. The International Monetary Fund records diamond exports as almost 90 per cent of Botswana's goods exports over the decade to 2023, and as down by a third in that year. Against national output rather than trade, they were 35 per cent of gross domestic product in 2022 and fell by 12 percentage points of it the year after.

A country in that position built somewhere to put the proceeds. The Pula Fund was established in 1993, its legal framework promulgated in 1996 when the Bank of Botswana Act was amended, and it is managed under section 35 of that Act. Its stated purpose is to invest proceeds from non-renewable resources for future generations, in explicit anticipation of the day the diamonds are depleted. Botswana was a founding member of the International Forum of Sovereign Wealth Funds and an architect of its Santiago Principles in 2008.

The Bank of Botswana's 2026 Monetary Policy Statement sets it out. Since 2005 the currency has run as a crawling peg with three attributes: a basket, the weights inside it, and an annual rate of crawl reflecting the inflation differential between Botswana and its trading partners. The crawl runs through small daily adjustments reaching the annual figure over twelve months.

All three have moved recently, and quickly. On the Bank's own account the basket weights were adjusted in January 2025 from 45 per cent South African rand and 55 per cent Special Drawing Rights to equal weights, reviewed semi-annually against observed trade patterns, while the annual downward rate of crawl went from 1.51 per cent that January to 2.76 per cent in July and held there for 2026.

The trading margins moved further still, from 0.125 per cent either side of the central parity to 0.5 per cent in January 2025 and to 7.5 per cent from 11 July 2025. From 2026 they are deliberately asymmetric, the buy rate cut to 3 per cent while the sell rate stays at 7.5. Inflation anchors it, with a medium-term objective range of 3 to 6 per cent.
