Who sets the number Armenia's central bank aims at
Armenia's governing statute is unusually blunt about independence. Adopted by the National Assembly on 30 June 1996, the Law on the Central Bank of the Republic of Armenia provides that in implementing the objectives and functions vested in it by the Constitution and by law, the Central Bank shall be independent of the state bodies of the Republic. Article 4 sets its main objectives as price stability and financial stability, and directs that where other aims conflict, the main objectives take priority.
The second of those objectives is newer than the first. The Bank's own account of its history records the primary objective as having been expanded to include financial stability on 9 April 2018, more than two decades after the law was passed.
The Bank's own history dates full inflation targeting to 1 January 2006, taking the seven-day repurchase rate as its operational target and running a 4 per cent objective with a tolerance band of 1.5 percentage points either side. The exchange rate has floated freely since 1994, with intervention confined to indirect instruments.
The number itself moved recently, and the mechanism is worth noticing. The Bank announced in December 2024 that the 2025 budget law states it should be guided, when making monetary policy decisions in 2025, by a year-on-year inflation target of 3 per cent with a variation band of one percentage point. The Bank's stated reason was that 4 per cent might not be consistent with the definition of true price stability. An independent central bank was given its target by an act of the legislature, which is how the arrangement is designed to work: independence covers the instruments, not the objective.
